at first: you have a question to thr rudder of the type VII A, isn't it?
The "A 38" stands for the rudder of the (VII) A, construction year 1938.
The "B 38/2" is the rudder of the improved type VII B and the "/2" means it's a twin rudder (better manoeuvrability) that fits in the type VII A, too.
