Who drove in or out had to do it when no alien satellite was passing by. The construction took place secretly, not even the neighbouring residents ever saw the facility, and it's an area of about 15.000 km² (5.800 mi²)! It was designed for submersible wataercrafts.

The only one that comes close to this description is Balaklava in Crimea, Ukraine. However, I can find nothing that says the size of this facility is 15 sq. kilometers...which is enormous. It is the only submarine accessible base that is described as being able to house 3000 people, but there is never any mention of satellite avoidance, or the population of the town not knowing about it.

Those would be the ethnic Albanians that populate many regions in southern Italy. Thhy are referred in the Albanian language as "Shqiptarët" which means Children of the Eagles, a reference to the byzantine double eagle displayed on the country flag.
